GREETING SPEECH BY THE LIA’s DIRECTOR, YLBER SELA IN THE PROMOTION OF THE BOOK “ALBANIAN LANGUAGE BEFORE AND AFTER THE ADOPTION OF THE LAW ON THE USE OF LANGUAGES OF 2019”

Dear friends!
By welcoming you to our event, let me first express my satisfaction for the release of this special edition which we are solemnly promoting today in front of you and the entire public of RNM.
After a long study by a group of authors, university professors and experts in the field of law, finally, the Language Implementation Agency of RNM, with its teams, editing and proofreading, managed to bring the book “Albanian language before and after the adoption of the Law on the Use of Languages of 2019” to the light. As can be seen from the title itself, the study in question has to do with the history of the official use of the Albanian language from the constitution of this state where we live until today when the Albanian language enjoys a more advanced status.
Indeed, it can be seen that this is a long and arduous process, full of difficulties and challenges, full of effort and sacrifice by the Albanians of this area. Exactly this continuous historical and political development brings us to 2019 when the Law on the Use of Languages was adopted, as a more advanced achievement, with which the Albanian language reached the highest level of official use, the result of which is the establishment of the Language Implementation Agency, which I lead, as well as the Inspectorate for the Use of Languages, as two institutions that take care to help and implement the Albanian language in state institutions.
The book “Albanian language before and after the adoption of the Law on the Use of Languages 2019” is a clear overview of this process; it is a scientific, legal, political and social determination; it is a national and civic vision. By recognizing this period, we manage to create our national and civic consciousness to preserve and implement the Albanian language in accordance with legal provisions.
Of course, I see this book as an important and substantial handbook for all Albanian citizens of RNM, especially for those working in state institutions, as an inspiration and guide to make every effort and show care for the Albanian language which is the seal of our identity.
Finally, leaving the floor to the reviewers of this book, I would like to emphasize here before you that I feel pleasure and pride at the same time for the fact that we have managed to sublimate the issue of the Albanian language in such a study, to recall where we once were and where we are today, not to brag about which political entity has done the most, but simply to see the truth as it is, in the light of arguments and commitments.
Without wishing to prolong it further, I wish this book to find its way to the reader and serve as a positive reflection.
